Generally speaking, is an M2 SS Card always faster than a SATA SSD?

I have a choice to make for my Boot Device on my HP ProDesk PC.
I can use an M2 SS Card or a SATA SSD?
Yes, Model numbers, Model numbers, Model numbers.
Generalities will work for me.
Please help me generalize under W11 Pro 64.
