cant right click icons on task bar windows 10

So bassicly the entire taskbar works execpt the icons i have checked task manager while spamming right click and it opened windows problem reporting and the error that it gives on the same time i right click is this.

I can open windows shell so i dont know what this means everything else in the task bar works tho.
The dism and sfc commands dont work since they are corrupted it just seems so weird that everything works execpt the task bar icons i dont want to fully clean my entire installation so anyone got any ideas?
