Natural voices in Narrator use modern, on-device text to speech and once downloaded are supported without an internet connection.
You can adjust the voice speed, pitch, and volume to the level you want.

Change Narrator Voice Speed using Keyboard Shortcut
1Turn on Narrator ( + Ctrl + Enter).
2 Press the Narrator key (Caps lock or Insert) + + keys to increase voice speed.
3 Press the Narrator key (Caps lock or Insert) + - keys to decrease voice speed.

Option Three
Change Narrator Voice Speed, Pitch, and Volume in Settings
1 Open Settings (Win+I).
2 Click/tap on Accessibility on the left side, and click/tap on Narrator on the right side. (see screenshot below)
Open Narrator settings (Win+Ctrl+N)
3 Under Narrator's voice, click/tap on Choose a voice to expand it open. (see screenshot below step 4)
4 Adjust the voice Speed (10 default), Pitch (10 default), and/or Volume (100 default) to the level you want. (see screenshot below)
5 You can now close Settings if you like.

Change Narrator Voice Speed in Registry Editor
1 Open Registry Editor (regedit.exe).
2 Navigate to the key below in the left pane of Registry Editor. (see screenshot below step 3)
HKEY_CURRENT_USER\Software\Microsoft\Narrator
3 In the right pane of the Narrator key, double click/tap on the SpeechSpeed DWORD value to modify it. (see screenshot below)
4 Select (dot) Decimal, enter a value data of 0 to 20 (10 is default) for the voice speed you want, and click/tap on OK. (see screenshot below)
A lower value will decrease voice speed, and a higher value will increase voice speed.
5 You can now close Registry Editor if you like.
