Large panel constantly popping up to cover most of screen. Need to reboot.

I'm currently transferring apps from Old Dell to New Dell.

The Old Dell is flaky. Google is constantly asking me to reset password. Sometimes (most times) when I'm using Google, a large panel pops up which completely covers the screen - apart from half an inch at each side of the panel.

The panel causes me to lose any work done so far, because I need to reboot.

The mouse can't be used to drag or delete the panel because there's nothing for the mouse to grab at the top of the panel. In other words, the mouse doesn't change to the double-headed hollow arrow to indicate that it's ready to grab an object.

I've tried various mouse actions, such as CTRL + click, Alt + click

R-click within the panel does not present a list of options.

The only way to remove the panel is to reboot the Dell.

Note that clicking within the half inch of space at each side of the panel does not bring any lower app to the top of the hiererachy.

I would be grateful for any advice.
