Why are Recovery files put on C: when there is plenty of room on recov

Question

Why are Recovery files put on 😄 when there is plenty of room on recovery partition?
Both on my Windows 10 and Windows 11 PC there is a c;\Recovery with WinRE.
Even if there is a recobery partition that is 1.5GB in size.
Why are they not put on the recovery partition?
Is there any way to move them from 😄 to the recovery partition?
