Preferred order when re-installing apps

I have had to do a clean install of Windows 11
Is there a preferred order to re-install apps: Should I re-install apps and overwrite with my backups, or the other way around, or not at all?
Should I just restore the user directory then re-install apps?
restore anything from program-data or Program files?
etc
